On September 22, the 2025 2nd National Water Rescue Comprehensive Skills Open Competition and Water Emergency Safety Technology and Culture Series Event grandly opened in Rizhao City, Shandong Province. Senior officials from the Ministry of Emergency Management and the Ministry of Industry and Information Technology attended the opening ceremony, guiding the development of the emergency rescue and safety industry, injecting significant momentum into the successful hosting of the competition.

Guided by the National Natural Disaster Engineering Emergency Rescue Center of the Ministry of Emergency Management, the competition was hosted by the China Disaster Prevention Association and Qingdao Hailiya Group Co., Ltd. It was organized by units including the Shandong Association for Emergency Management, the Shandong Association for Emergency Management and Work Safety, the Qingdao Association for Emergency Management, Qingdao Jiaolong Rescue Team, Qingdao Huihao Yacht Co., Ltd., and Rizhao Chengtou Group Co., Ltd. This powerful collaboration provided a solid guarantee for the competition's professionalism, authority, and influence.

In his opening speech, Zheng Guoguang, President of the China Disaster Prevention Association and former Vice Minister of the Ministry of Emergency Management, emphasized that water safety is an extremely critical part of the national disaster prevention and mitigation system, directly related to the safety of people's lives and property and the overall stability of society. Enhancing water emergency rescue capabilities is an important measure to safeguard people's lives and property and strengthen the barriers of safe city construction.

Zhang Xuming, Deputy Director and Secretary-General of the Emergency Industry Working Committee of the China Emergency Management Association and Chairwoman of Qingdao Hailiya Group, stated that in recent years, global climate variability has increased, leading to more floods and extreme weather events, causing significant losses to society and the public. Therefore, we have built a water safety emergency industry chain, focusing on the research and development of water rescue technologies and equipment upgrades. Concurrently, we conduct public welfare lectures on drowning prevention for primary and secondary school students and organize professional skill training for rescue teams, aiming to enhance public awareness of water disaster prevention and emergency rescue capabilities, and comprehensively improve water disaster prevention, mitigation, and emergency rescue capabilities.

During the competition, 27 top rescue teams from provinces including Beijing, Shanghai, Shanxi, Shandong, Anhui, Henan, Hebei, and the Guangxi Zhuang Autonomous Region gathered in Rizhao to compete and observe. The competition events included practical projects such as rope transverse crossing, paddleboarding, and boat assembly, designed to test the comprehensiveness and professionalism of the participating teams as specialized water rescue units. These events precisely covered the four core capacity-building directions: still water, coastline, swift water, and ropes, striving to use competition to promote training and construction, actively contributing to the practical and standardized enhancement of China's water rescue teams' capabilities for efficiently responding to various water emergencies.

This event achieved a comprehensive upgrade, connecting the upstream and downstream of the water rescue industry chain. It encompassed diverse content including comprehensive skills competitions, rescue equipment demonstrations, water safety seminars, and public welfare lectures on water safety and drowning prevention for primary and secondary school students. It vividly demonstrated the five-dimensional linkage of "Competition, Conference, Business, Exhibition, and Intelligence," and served as an important anchor for promoting the development of new quality productive forces in water rescue and realizing the development of the safety emergency industry chain. Furthermore, the event attracted representatives from national safety emergency sectors, fire rescue, enterprises, public institutions, and social organizations, forming a positive trend of "government support + association leadership + private enterprise promotion + multi-directional collaboration." All parties exchanged advanced experiences and technologies, built a high-level industry exchange platform, achieved organic integration of the entire industry chain, and propelled China's water rescue cause to new heights.

This competition was the result of collaborative efforts from Beijing, Qingdao, and Rizhao. Rizhao City, leveraging the high-quality conditions and rich experience of the National Fire and Rescue Administration's Water Rescue Base, laid a solid foundation for the event. Based on 103 years of technical accumulation in special ropes and cables and water rescue equipment, and transforming the experience from hosting the first water rescue competition, Haili Group injected multi-dimensional wisdom into this event. Under the guidance and support of relevant departments in Qingdao, and joining hands with numerous enterprises and social organizations from the city, the Group ensured the smooth hosting of the competition from all aspects.

In the intense and exciting competitions, the participating teams navigated the waves and competed with remarkable skill and determination, demonstrating their professional standards and team spirit. Simultaneously, the safety technology and culture series events will also promote China's water rescue system towards greater specialization, intelligence, and internationalization, contributing to the building of a Safe China at a higher level.

After three days of intense competition, the 2025 2nd National Water Rescue Comprehensive Skills Open Competition and Water Emergency Safety Technology and Culture Series Event successfully concluded. This event created a dynamic, open, and innovative water rescue ecosystem, effectively enhancing the national water emergency rescue capability and promoting the coordinated development of the water emergency safety industry chain.

The competition has its timeframe, but safety knows no bounds.
